DAAD statement on the mid-term review of the Digital Education Action Plan

On 25 September 2024, the European Commission’s Digital Education Action Plan (link) will enter a new phase: the mid-term review. As the EU’s central strategy, the action plan aims to promote high-quality, inclusive and accessible digital education in Europe. As an active partner in the implementation of the plan, the DAAD welcomes the progress made so far, but still sees room for improvement in some areas.

Since 2022, the DAAD has been in charge of the European Digital Education Hub (EDEH), one of the main initiatives of the Action Plan. The Hub has developed into an important platform for exchange and cooperation in the field of digital education in Europe and now has over 5,000 members.

In our statement on the mid-term evaluation, we particularly highlight the structured dialogues (Action 1) as a significant contribution to the creation of a digital education system in Europe. These dialogues have been instrumental in bringing together stakeholders from different education sectors across Europe. To ensure that this remains the case in the future, we advocate a more active use of the EDEH as a central exchange platform.

Another important aspect is the integration of artificial intelligence (AI) into the education sector. The DAAD welcomes the initiatives to develop ethical guidelines and to update the European Competence Framework (measures 6 and 8). Both measures are essential for shaping the future of digital education systems in a considered and responsible manner. However, we consider it necessary for expert groups to be more closely involved in the process in order to create synergies and avoid redundancies.

Despite positive developments, there is still a need for action to promote digital skills. In 2023, only 56% of the EU population had basic digital skills, which is far below the target of 70% set for 2025. In order to achieve this goal, there needs to be greater coherence between measures at European level and national initiatives.

Finally, the international dimension of the action plan should be strengthened. Stronger networking with global partners would not only consolidate Europe’s pioneering role, but also create new opportunities for exchange and learning.
